I HAVE the honour to transmit herewith copies of inclosures in two despatches which I have received from His Majesty's Vice-Consul at Dairen, inclosing translations (1) of amendments in the South Manchurian Railway Company Freight Regulations, (2) of alterations in the Chinese Customs Provincial Regulations.

Railway Notification No. 11 of May 30, 1908.
Alterations in Freight Charges.
On live-stock-
Per head, per mile.
Camels 5 sen. Horses, oxen, mules 3 sen. Calves, colts, asses, sheep, goats, pigs 2 sen 7 rin. Lambs, young pigs (under 20 "kin") 1 sen 5 rin.Alteration in Article 8.
Article 8. When an article exceeds 33 feet in length, or weighs singly more than 2 tons, in addition to the ordinary freight a further proportionate charge shall be levied as follows:--
On articles exceeding 33 feet in length 50 20 29 40 2 tons in weight 3 20 11 30 35 40 4 50 37 7 Per cent.Articles exceeding 70 feet in length or 10 tons in weight shall be the subject of special arrangement.
Article 13. Add the following clause :----
"When, in the case of merchandize sent by whole car-load, goods of different denominations are placed together, freight shall be the subject of a special calculation based on the charge for each denomination of such goods and their weight."
Article 14 is amended as follows :--
Goods of light weight but considerable bulk dealt with under the 'picul system of measurement, and not weighing 10 'kin' per 'sai,' shall have freight calculated on them as though they did actually weigh 10 'kin' per 'sai.'
"When the said goods are dealt with under the ton system of measurement, and do not equal 10 tons in weight per 70 'sai,' freight shall be calculated as though they did actually weigh 10 tons per 70 'sai.'"
